Short answer
A micromobility count records e-bikes, e-scooters and other defined small-device movements using a clear observation boundary and mode dictionary.
Define the modes
State how conventional bicycles, e-bikes, e-scooters, shared devices, cargo cycles and dismounted users are treated. Do not use a class that the field position or footage cannot distinguish.
Define the movement
Name the path, crossing, screenline, direction and time interval. Shared facilities need an explicit rule so a device is not counted once as a cyclist and again as a pedestrian.
Review ambiguity
Check high-flow periods, occlusion, night visibility and mixed-mode edge cases. Report a combined or unknown category when that is more defensible than a guessed split.

Only when the project requires the distinction and the source supports it reliably.
Can scooters be counted on a pedestrian path?
