Bicycle Count Methodology

Definition and purpose

A bicycle count records riders through an agreed point, route or movement matrix. The study clarifies what is counted as a cycle movement and how bicycles on shared facilities are treated.

Use it for cycle infrastructure, active-travel, access and safety decisions.

Video and camera considerations

Show the full cycle path, crossing or junction path. A high camera angle may help distinguish cyclists from nearby pedestrians where permitted and suitable.

Observation, classification and intervals

Observation process

Record each rider through the defined screenline or movement path. Apply one rule consistently to dismounted cyclists and shared-path users.

Movement and classification process

Use only classes that the footage or field position can distinguish reliably, such as bicycle and e-bike if required and observable.

Time intervals

Maintain consistent time intervals to reveal peak cycle activity and compare count points.

Validation and QA/QC

Review direction logic, mixed-mode edge cases and coverage. Verify that totals match the stated treatment of dismounted riders.

Common problems and limitations

• Shared paths can make direction uncertain.
• Dismounted riders may be counted inconsistently.
• Night footage can obscure bicycle features.

The method is limited to the defined route and period and cannot establish the reason for route choice.
