Question
What decision should this evidence help someone make?
Scope
Which locations, movements, classes and periods matter?

How will completeness and definitions be checked?
Output
What format will make the result easiest to use?
Short answer
An origin-destination survey describes observed movement relationships between defined origins, destinations, routes or screenlines using an approved lawful method.
Define the relationship
Name every origin/destination point, time window, matching rule and aggregation requirement before collection. A destination should not be inferred when the source cannot reliably establish it.
Time alignment and privacy
Multi-site work depends on aligned clocks and controlled handling. Outputs are aggregated; real registration or personal information is not published.
Review before release
Check matching completeness, duplicates, unknown observations, time alignment and the agreed aggregation method.
Frequently asked questions
Can it be based on registration observations?
Only through an approved lawful and secure project protocol; real plates are not published.
Does it show every trip?
No. It reflects the defined sources, matching rules and observed period.
