Short answer
An ANPR survey is a privacy-conscious movement study that uses approved registration observations to understand routes, matches or origin-destination patterns without publishing real plates.
Start with a lawful question
Define the study boundary, observation points, matching window, vehicle classes, aggregation and retention before any collection begins. A registration observation is not automatically justified merely because it is technically possible.
Protect the observation
Use controlled access, secure transfer and the minimum identifier needed for the approved analysis. Outputs should be aggregated or irreversibly transformed before delivery or publication.
Review matching quality
Check time synchronisation, duplicate handling, unknown matches, source coverage and exception rules. A missing observation is not evidence that a vehicle did not travel.

Are registration plates published in a report?
No. Real registration data is not published on SWAT Alliance outputs.
Can ANPR prove every origin and destination?
No. It describes only the defined sources, matching rules and observed period.
