Queue Length Survey Methodology

Definition and purpose

A queue length survey records the extent of a vehicle queue at specified approaches and times, using a clear reference point and a documented measurement unit.

Use it to describe observed congestion patterns at a junction, access or operational constraint.

Required inputs

• Approach plan and queue reference point
• Measurement unit: vehicles, metres or both
• Observation periods and interval/sampling rule
• Signals or events to record where relevant
• Output format

Video and camera considerations

The full expected queue extent and reference point must be visible. A partial view can understate a queue and should be recorded as a limitation.

Observation, classification and intervals

Observation process

Record the agreed maximum, average or sampled queue measure per interval. Keep any signal-cycle or incident note separate from the core count unless scoped.

Movement and classification process

Queue studies usually focus on all vehicles, but any class or lane split must be explicitly defined.

Time intervals

Use the chosen interval or sample frequency consistently so maximum and average values are comparable.

Validation and QA/QC

Check all approaches, measurement units and time periods; reconcile recorded maxima with the agreed source and note observation gaps.

Common problems and limitations

• Queues beyond the visible camera frame are incomplete.
• A stopped vehicle may not be part of a queue.
• Changing reference points make intervals incomparable.

It captures observed queues, not delay, capacity or the cause of congestion unless those are separately studied.
